Japan arrival card fact-check: paper ED cards still exist; new dedicated article added

Verified against Japan MOJ/ISA official materials: in April 2016 Japan simplified the paper disembarkation card (ED card) and abolished the departure card, but the paper card is still handed out on flights and remains valid today; Visit Japan Web is the officially promoted digital alternative — either is accepted. Our previous wording 'paper arrival cards fully abolished' was wrong and has been corrected in all 5 languages. A dedicated 'Japan Arrival Card 2026' article was published the same day, covering paper vs VJW, the 2016-2024 timeline and common mistakes.
